How small a budget?
How deep are you planning to go into the engine?
How much horsepower you looking for?
If a total engine rebuild is your goal I'd recommend buying a low mileage running 350 from a wreck and do a little building on it this winter. You could have everything ready to go in and do the swap in one week end.
