I have a n '89 Chevy K1500, with a 6.2 diesel. When the headlights are on, the dash light aren't.
But the wait light, check gage and directional indicators are on. The fuel, batt, and oil gage go to 0 and the temp gage pegs. This is all adjustable with the dimmer roller.

Fuses look good, all tail, and parking lights work.

If your fuses are all good and only the dash lights and guages are not working correctly. I would check the headlight switch. I do not know how the 89 is set up but I would start there. If you replace the switch and the gauges are funny but the dash lights work it has to do with your guage relays. Go pick up a repair manual for your truck and look at the wiring diagrams for where the relays are. Some times members of the forums will have wiring diagrams and post them for you, but I do not have them for an 89. I have a 79 Bronco and the dashlights were not coming on on it either but I replaced the dashlight switch and it starting working perfectly. It is too old to have dash sensors but that solved the problem on that truck. I had a similar problem with my temp gauage pegging at max and my oil pressure guage bouncing around and staying near zero on my 96. The way I fixed the temp problem was put in a new ECT (Engine coolant temperature) sensor and a new thermostat. The oil pressure gauge was fixed when I put in a new oil pressure switch.
