i got the same manual with that picture,but in this diagram the bolt is in the top hole and mine is in the bottom hole,and a diagram from the right side(witch should have 2 bolts on it) is nowhere to...

bad fuse? try to give the lights power directly from the battery(put in a loose fuse)
if they work it's not the lights,then it's(in orther of checking) a fuse,bad ground,relay,switch,wiring

i drive a 1999 gmc sierra 1500 4x4 4.8L with 285/75/16 cooper maxx tires, 3.73 ratio.
i do about 14 easy driving on the highway and down to 9 when hauling or off-roading city is around 10 .
