    OK..... the gizmo appears to be a condenser to eliminate radio noise. It is definitely on the neg bat cable, but appears to have nothing to do with it. It's around the cable and not connected to it....

    So it's the cat or the down stream 02 sensor, right?

    You could just install a battery disconnect...

    You could just install a battery disconnect switch and then YOU would be the isolator. Less $$
