Have you tried using silicone around the housing?
This may be the most inexpensive way to keep the moisture out. It may be worth the try before you spend the larger amount of money getting newer...

I had a 98 Pontiac Montana with cladding all the way around also.

My Avalanche is the EXTREME WBH...lol A lot of the WBH models would still have the door molding strips and/or the fender flares,...

Still a bit more to do, but it's a start!

My only issue is my Panel #3 sags a bit, and water pools up untill it slowly leaks between the tailgate and the panel's seal.
All-in-all, however, 99.8% of the bed stays dry...lol

I have driven with the window out once since I bought it in November.
