Well I have HID's in both of them but I wouldnt be able to sell the bulbs out of the head lights. But if you wanted the ballast for them I'd include them and you'd just have to buy the bulbs. But...

no haven't been towards bama in a very long time. But my head and fog lights are the same vht tint spray i used on my tail lights i just did i light coat on the heads and the fogs are decently dark.
