If new bulbs act the same, try moving the other tail light assembly to the bad side
Do you have the automatic heat/AC system?
I suspect you do, it's a fan to blow air across one of the cabin thermostats.
Do you have regular bulbs to temporarily switch back?
If that acts the same, we can look else where.

Clean the battery connections, and while doiing that, inspect the cables.
Connect a 2nd battery to your's (a boost from a 2nd vehicle), use good jumper cables.
If it starts and rums fine, the battery needs to be replaced.
