Default I found the fuel pressure regulator.

I'm discouraged by the mess I found in there. I'm trying to attach some pics. I hope it works. There is no vacume line attached to the regulator and I'm not sure where one would come from if there was. The milky substance concerns me and I was hoping to get some input. Thanks to all for your help.

Only time I have seen that milky substance is when oil is mixed with water. I think that year had coolant running thru the manifold unlike the newer "dry manifold" engines. I am not sure though, and someone will probably come along and confirm or deny my thinking. Could have been a manifold leak. How does the oil look on your dipstick?

The milky oil is concentrated under something that looks like a PCV valve. Still not good as it comes from the drivers side valve cover.
