O sorry I didn't look into the federal end of it just the state. So if I get pulled over and the cop takes a glance under and sees no cats will I get a ticket or worse?

I also live in Michigan, all it takes is a state trooper pulling you over on the highway and looking under the truck. They will impound it for no cats. Trust me. I had plenty of run ins with them when I had the lifted 1995 silverado. You might be fine in your local area. I have had deputies pull me over just to ask about my truck. But, one state officer pulls you over or a deputy that is having a bad day and you can be screwed. What if you decide you have to travel to another state for some reason? You are cruising down the highway doing 5 over and get pulled over. The officer looks under the truck and sees no cats. That would be pretty costly. It is just not worth it. There has also been talks over the last few years about bringing emissions testing back to the state. If that happens then you will have to pay to have cats installed anyway. So you might as well do it now.
