1995 4 wheel prob

Hi all
Im new and im hoping you all can help me out. I have a 95 tahoe 4 wheel drive which will not engage and the floor counsel light does not illuminate either. I checked the transfer case actuator and there was no power to the connector( I checked it in park in 2 wd and in park in 4wd). after that i found a 25A fuse bad in slot 20 (it says trans.) I replaced the fuse started the truck and still no light indication in 4wd. shifted to 4L and it was engaged as i could tell when i drove forward . Shifted into 4h and i cant tell. when im in drive i can shift from 4h to 2wd with no prboblem and that does not seem correct. I must be in park to go to 4L. any suggestions?? plus what does the transfer shift actuator do and what engages it??
