Some people started singing it not knowing what it was and they'll continue singing it forever....because this is the song that doesn't end

The thing is... when the song was written it was back in the early 90's... the actual answer was a separate song that was going to be on Side B of the vinyl 45 the release was due for... then they stopped making vinyl records right before the single came out... it was never released.

So it stands to remain... we will never, truly, know who let the dogs out.
