Just a thought.
I was having a similar issue with my 87 Silverado, it turned out to be a bad connection on the alternator. The top snap-in connector was in bad shape, the wires leading into the connector were very loose. Replaced the connector with a junkyard donor and the issues dissappeared. Now the voltage remains at a steady 13V.
