94 AC / Heat Duct Issues?

Hey, it's me again.

Just purchased this vehicle about a week ago. I used to be a professional mechanic, but not since 95. These systems were still new thus, I never had any experience with them. Mine has the digital readout controller panel that is all push button below the radio. The issue I am having is that when my AC is on, it will blow normal then as time goes on, you can hear it blowing, but not feel it out the vents. Are these still vacuum controlled (I haven't looked as yet) and is there normal issues that were known about these systems that I can look at? Thanks.
