Well, if you pulled all the fuses, the parking lights definitely won't work LOL. I think there is just one fuse for parking lights, in the dash by the drivers door. If that fuse is OK, you need to do some old fashioned troubleshooting. First, make sure you have voltage at the fuse. If you do, next place I would look is the headlight switch. When you hear hoofbeats, look for horses not zebras.

Look under the hood for a bigger relay, that would control some of that and it could have blown99 K1500 Suburban LT "THE BEAST"

I just went out in the rain to check my 95 Tahoe. Fuse #9 in the dash is labeled parking lights. 20 amp. It protects just the exterior parking lights and dash lights. Under the hood there is a large 50 amp fuse labeled lighting. It protects all lighting. Headlights, parking lights, interior lights, dash lights.
There are no relays controlling lighting.
So I stay with my original diagnosis. Check the fuse in the dash first, go from there.
