Just google GM TSB 98043 and you will see the info related to that Tech Service Bulletin.
The decals make it easy for dealership mechanics to see which vehicles coming in have already had the service work done. DOT tracks TSB and recall service work reported by the manufacturers, so you can search the DOT site as well. DOT site:

Back when I was a mechanic working at a dodge dealership (before having the career ending first fusion to fix an at work injury), we used to have campaign changes and recalls. The difference was a campaign change was generally not hugely safety related and as such did not require a recall, a recall was just that, a publically announced action. For campaigns we either used stickers or shots of a specified coloured paint near the part that was replaced. This was in the days before computers were used to keep records.
