Default P0128 code always low temp

2005 Trailblaxer 4.2 engine. Is the thermostat located where the top radioator hose connects to the block or is it located where the bottom hose comes from the water pump? I think the thermostat is the problem but I guess it could be the sensor as well. The temperature gauge fluctuates dropping to 180 degrees, seems like the thermostat might be sticking. Anyone have any experience with this problem?
