Default What is this unused bundle of wires ?

Both my '99 & '97 suburbans have a taped bundle of wires fastened to the inside left rear fender. I am planning on putting on a flat 4 trailer connector, using one of the "T" kits, but that looks like it taps in at a connector that is just left of center across the back bumper. Saw this other bundle (sort of behind the fuel filler) that doesn't seem to be connected to anything and was just wondering ... don't want to disturb them just to find out. TIA
