The red liquid is blood. It was a clip of coverage of his research for cancer treatments. He injects nano particles of gold or carbon that are attracted to the cancer cells. When exposed to his rf generator, the cancer cells are killed and the normal cells are not affected. See it at His research led him to his findings of saltwater as an alternative energy source.

Wonder why it has to be saltwater, why not fresh water? I know salt added to water does change some of the chemical properties, looks interesting.

The energy from the rf generator (radiowaves) excites the minerals in the waters (salt) and the transferred energy releases the hydrogen from the water. The current challenge is that it takes more energy from the rf generator than the energy that is released from the saltwater. If the efficiency of the process can be improved, you may one day be able to fill your tank with saltwater and drive away.
