Default 99 suburban 4x4 actuator problem

Just got a 1999 suburban and the 4x4 light keeps flashing. It does ingauge the 4wd in 4h and 4l. when I took out the actuator it is in the extended position. How can I bench test the actuator. What does it need to sense for the light to stay on .

it needs to sense that 4wd engaged fully and is working if the 4wd is working but light keeps flishing im not sure what might be wrong.

1996 Chevy Tahoe LT 5.7L V8 4X4 205,000+ miles. Built proudly at Janesville Assembly in Janesville, Wisconsin
Basic mods: Lights all over, bunch of electrical work, and a couple cooling mods.

Installed a new actuator worked for a few times now the actuator seems like it does not have enough power to engauge. Hooked it up directly from the battery still does not work. Going to see if they will waranty it. Otherwise will put old one back in so that it is always engage to be able to have 4wd.
