If you mean 12 volts read on a voltmeter is "fire", try a test light that pulls some amperage to ensure you aren't getting a fuel gauge sensor voltage. Make sure the unit is properly grounded. One of the wires is probably ground. I don't own a '92 so I'm shooting in the dark, but if there's a relay, check/jumper it or swap it with a new one. Check the fuse, replace it if there's any doubt. Voltage doesn't run anything, it's current.

If it runs with outside-source power to the pump, then you need to check the fuel pump relay AND the oil pressure switch (under the distributor). The connector at the pump should only have power to the fuel pump when the computer activates the relay or the oil pressure switch is closed. The other wire with "fire" is probably the fuel gage wire. HTH
    Good Luck and God Bless
