I beleive the re-set button has a separate power wire (don't have a diagram in front of me so I might be wrong), so it could be a issue with the main power wire to the guages. It sounds really intensive, but check the harness from guages, through the firewall into the engine compartment and look for any kinks or rubbing. Also getting a wireing diagram will help out alot, since you can trace the wires more effectively.

Thinking it is a ground problem. Looked at the wiring diagrams for my 2006 and both the instrument panel and radio use the same ground spot (G203) which is located under the dash cover by the left A pillar. Pushing in the reset button may increase the flow to ground so every thing works. Since you have had replaced the IP removing the dash cover is not too hard. Remove the trim from the IP, pop out the air vents (2) on the passanger side, through the air vent holes place you hand and press the white bottons to remove the passager grab bar, one buttone for each side of grab bar and pull it out. Remove the triangular plates at the end if the dash cover to expose the screw holding it on and remove screws. remove the 7 mm screws holding the rest of the dash cover on and just lift and pull towards you. This should expose the G203 to see if corroded or loose.

    Hope this helps
