Grass and most other plants are green because they contain a pigment known as chlorophyll. The chlorophyll is used in the process of photosynthesis where a plant produces sugar in the presence of sunlight.

By the time woodchucks evolve enough to chuck wood there won't be any trees/wood left on the planet, so the answer is none.
Why is hemp (i.e. the plant from which man's oldest fabrics are made and about 90% of whose strains are low-THC) illegal when once it was a staple for rope, fabric, and the like?

The ocean looks blue because blue light is a shorter wavelength of light that is is reflected more readily by water than longer wavelengths (such as red, orange, and yellow). Since most of the light that's reflected/returned by water is blue, it looks blue to us. (The same principle is what causes the sky to look blue.)

Well it had something to do with the huge increase of murders in the 60's. Mayor daley took a hard line against guns and the the aftermath of MLK,Bobby Kennedy and Reagan shootings propelled the initial order to some where close to what todays ordinance is. I don't have all the exact details but it is my understanding this was the main catalyst.
