1989 Chevy Truck CLUSTER NOT WORKING!!

I have a 1989 Chevy Truck, and the gauges as well as the odometers stopped working. I've tried swapping it out with a used cluster, but the gauges still weren't working properly. I have even made a "frankenstein" cluster out of 3 used ones. I switched out different gas gauges, oil, temperature, and speedometer gauges but my "CHECK GAUGES" light still turns on. I'm trying to figure out if its just a cluster problem or could it be the sensors?
