2000 Sierra fuse list? plate lights out

My buddy's 2000 Sierra has both plate lights out. Any idea which fuse is involved or what else is on that fuse? The wires are all covered with flexible conduit and the spring clips are pretty securely attached to the bumper and resisted my first attempt to pop them out. I figured I'd check the fuse before breaking something unnecessarily. I think all the other lights are working.

Diagrams I have for my Silverado, which should be the same, shows three fuses (a 30A Parking Lamps, a 10A LR Parking lamps, & a 10A RR Parking lamps) in the Engine Junction Block and one Park Lamp Relay in the Body Wiring Junction Block on the driver's side for the plate lights. They are tied in with the LR/RR park lamp circuits respectively.

If all the other parking lamps work, then it's not a fuse or a relay. It may be as simple as a dirty conntection or bad ground. Or, both lamps are out. Did he try to change the bulbs first?
