my brother has a 2007 ltz crew cab 4x4 with 20inch oem rims he says there is a torsion bar in the front that can be used to level out the front end with the back end. he wants to know if this is truse because then he wont have to buy a leveling kit

Use the leveling kit. There is an added torsion key that is pivotal to strength.

He can crank the bolts on the torsion keys in all the way and that'll add about an inch to an inch and a half to the front. That's the free way.
