21.5 L - 16.1 Dimensions?

    So, I'm looking at getting some agricultural implement tires for the back of our air seeder. The size of the tires are 21.5 L - 16.1, so it needs either a 16" rim, or a 16.5" rim. Or the agricultural 16.1" rims, the current size we have is 16.5 - 16.1, and the dimensions are around, 38" tall, 16.5" wide, and 16.1" rim. How does one determine the height of the tires, to make sure that the tires aren't TOO tall for the hopper wagon.
