98 chevy 2500 no blower speeds at all

    my blower doesn't work at all. I have read a lot about bad resistor packs and control panels what is the best way to trouble shoot

    The blower resistor is part of the blower switch. There is also a main resistor and of course the blower motor.
    I had to replace the motor on my 93. It started to squeal alot before finally giving out so I had a clue where to start. You may want to start at the electrical connector to the blower motor since it is fairly easy to get to and use a voltmeter to see if there is power coming from the blower switch.
