    You cheated on that one. I say that because according to Webster's a 'letter' is defined as: "a symbol usually written or printed representing a speech sound and constituting a unit of an alphabet." The apostrophe represents a sound in speech and is used as a part of alphabets for languages other than English ... so it counts and you should have found a city that began with one. (Nowhere did the rules limit letters to the English alphabet.) :)
