Fuel gauge needle vibration and radio loosing memory??

    Hello, This is my first time here but I have worked on alot of cars and truck before but this is the first time I am seeing this problem. My GMC 1998 Savanna 2500 cargo van with a odd instrument cluster fuel gauge that is vibrating but not swinging back and forth. I found other other saying that the problem is a bad instrument cluster panel but I need to know to be for sure what is going on. Beyond that I also noticed the radio isn't keeping it's setting I check to see the battery and it seems to have enough charge? I check the fuses and they test working so I am left only either a bad radio or faulty wiring???
