I've got a '95 suburban that does the same thing. I bought a relay from summitt that allows the low beams to remain on when the high beams are on. Works great and really helps light up the road.

Does the 89 still have the switch on the floor, I can’t remember. If so it is possible the wire plug is loose.

On the floor? I haven't seen a switch on the floor since the 70's. Nice going...showing our age and all.

That is normal....but I do like Diggers idea. That would be awesome for rural driving.
