Safe to replace multifunction switch without removing air bag?

The four-way flasher switch on my 1997 doesn't work. It's part of the multifunction switch and so the whole thing has to be replaced.

The air bag deployment circuit goes through the multifunction switch. It is possible to replace the multifunction switch without first removing the airbag from the vehicle, but is it safe to do so?

As long as you disconnect the battery and wait 15 minutes for the capacitors to drain then I don't see why not.

Or, touch the battery cables together after you have disconnected them, that should drain the caps.
