What is the reccomended replacement brake rotors and pads for a 1999 Silverado 2500( not the HD package ) that is equal to or better than the OEM? Thanks.

Depends on who you ask. My signature shows what I've chosen for brake pads, rotors, and brake lines on my rig. I didn't go with a big brake kit, so these should be viable for your 99, too, if you've got discs all the way around?

Practically any decent aftermarket components will fill the bill. Consider brand names such as Raybestos or Wagner or even NAPA.

Raaybestos and Wagner are solid choices as is Bendix.
Shy away from Napa and their Chinese product. The warping will drive you nuts. As will the warranty.
In the event you do choose NAPA only buy their highline. Experience in writing the warranties tells me this.
