1999 Tahoe ABS Problems?

My '99 Tahoe seems to have the exact same problem as the the August 2005 recall on the 2002 Tahoes and Yukons regarding the low speed accidents. When I called the dealer about it they said that it was just a bulletin and not a recall so I am responsible for the repairs. Anyone have any experience with this?
