5.7 tbi K2500 air filter size

The common air filter size of 3.5” is too tall to allow the air filter housing to close completely. I have to buy a 3.25”. Is it supposed to be like this? All air filters for this truck at auto parts stores and online are 3.5”. Anybody know what’s going on here? Thanks in advance for any assistance in solving this mystery.
