95 Suburban EGR [Expired Topic]

I have a 95 suburban with 130,000 miles. Check engine light came on, code 32...egr.....Egr was replaced...old one was bad.
After I replaced EGR, EGR solenoid, and IAC switch.....The Engine runs very rough around 700-1000 rpm. If while running rough, I unplug the vacuum to the EGR, The engine smoothes out. Could the solenoid be bad even while its new? Could the ecm be the problem? Should the EGR solenoid have 12V to it at idle? When should it have 12V to it?
