I was going to crank my torsion bars up about 1" to 1 1/2"s to make the front end a little more level and was wondering where would be the best place to measure from to make sure I get both the left and right sides even with each other? Also, should I jack the truck up to turn the screws or can I do it while it's on the ground?

Measure from the top of the tire to the bottom of the fender lip on both front tires.
Lifting the tires off the ground makes it a easier to crank the torsion bars up. Dont forget to bounce the suspension a few times after cranking the torsion bars and before measuring so the suspension settles properly.
And yes you should get it aligned after adjusting the torsion bars. Some vehicles have no alignment issues after adjusting the torsion bars and some start eating the tires right away, theres no way to tell (other than getting an alignment) if you'll need an alignment immediatly or not, not all trucks react the same way to adjusting the torsion bars.

even after bouncing the truck my still settle a little more so dont think there is something wrong if it sinks a little after a couple days of driving
