Recently been having electrical issues with my headlights, especially when I turn the lights on and I use my blinkers. With the lights off both turn signals flash at the normal speed, but when the headlights are on they flash extremely fast. The problem is not due to any burnt out bulbs. When using the turn signals the battery level on the instrument cluster moves in sync with the turn signal moving from 14 to about 12 or 11 and then back to 14. Also, when I am driving on the highway and use my turn signals they cause the speedo to bounce from about 80 mph to 40 and then back to 80. The bounce is the most extreme when I use the right turn signal. The lights seem to be causing a pretty bad draw from the battery, it takes forever to roll up my windows when the headlights are on. Ive checked most of the wiring, fuses, etc and it all seems to be fine. Any suggestions would be greatly appreciated.

It sounds to me like you need to check the grounds for the forward lighting. A weak ground will cause all kinds of crazy problems. You may need to remove the grill to find the connections, but a good, clean , tight ground is an absolute must. Also, be sure to check your body ground at the battery.
Good Luck and God Bless
