I have a 1994 GMC K1500 5.7
I installed a brand new crate engine in my truck. Before my other motor went bad everything worked. Since the installation of the new motor and all new parts under the hood including the AC system wiper motor I'm talking everything has been replaced I also put all 4 new ground straps. The problem I'm having is my ac compressor and my wipers will not come on. So what I did is spliced a temporary ground wire to them both and that did the trick they both work. I don't want to leave it rigged like that and if I'm not mistaking it has to be a ground issue. I have searched all the wires and have only found one wire and it looks to be black that isn't connected to anything and actually looks like it broke off of something. When I put my volt meter on it with the key off there's nothing when I turn the key on it reads a little over 12 volts. Any help or suggestions would be much appreciated.

An open ground wire will read the 12 volt source because there is no current flow.

It's fused, ground it and see what works (or doesn't).
