Is this a problem on a 2018 Silverado 1500 Z71 with 22k miles on it? Do these shocks normally rust this quickly? I see some pitting and flaking on one of them and is this an
issue I need to address right away? Thank you.

I agree just surface rust, poor coat of paint

They are still fine. I recommend you hit it with some scotch brite to get the loose rust off and then coat it with some Fluid Film in the rusted spots only.

Next time you go for shocks consider Billstein or KYB

I changed my bilstein shocks on the rear over 10yrs old.. shock one had a failure worn .. got the shocks for free ..
I dumped GM shocks at 20K miles on my truck mileage 2001 ..the front shocks still working 19 yrs old .. Bilstein ..
many on other forums did have your issues rusty mess ............rancho / Monroe same manufacturer.

Like most of the parts on today's trucks, GM outs shocks to tender.
The Rough Country are the current shocks for the Z71 option.
My previous truck, '05 Envoy, had factory Bilstein shocks, it ride very nice.
