Have an 2002 trailblazer a/c not turning on checked all fuses. found fuse 39,44 both showing ground when add power to fuse 44 blower comes on and a/c works pulled both fuses both show ground all other hvac fuses show power and are good. what could be the issue here help please

Your seeing ground because your reading the windings of the blower motor that is connected to ground on the grounded side of the windings.
Turn the speed knob to off, the ground should disappear.

Fuse 44 is the power to the blower motor and should be hot when key is in the run position.

Fuse 39 is power (again, hot when key is in run) to most of the HVAC actuators.

If when the key is on both fuses are cold, I'd start to suspect a bad ignition switch.
