transmission not shifting

i have a 90 c25 4x4 5.7. The starter and solenoid were shorted out by mud and water. I replaced them both. The transmission does not shift out of 1st gear. It does not try to shift at all. I am wondering if this could be something in the electrical system? It was not worked hard or abused and worked fine before this.
