my 92 GMC does this from time to time.its got a short in the lever that controls the wipers/turn signals.i hardly drive it so it never bothers me but you could probably look around and find a new one or check lmctruck.com

i had the same problem on my truck recently and i looked around for a replacement online and i kept seeing it go for around $75 give or take, so i called up the local junkyard and they put one on me for $30 so maybe that would be a good alternative source for anyone else having this problem.
