Strange Code 54 issues....

Here is the schematics for your fuel system. If you have any further problems, ...will be glad to assist with a "proper diagnosis".
But one factual statement came out by Brian C. Lindsey, look at all the grounds in this fuel pump circuit. You have 26 year old vehicle and bad grounds are very likely.

As for a "Code 54", The ECM monitors the voltage to the fuel pump from the fuel pump relay. If the voltage is below specification code 54 will set. Usually it's a failed fuel pump relay, poor connections or failed ECM.

But let's not replace parts, ...lets diagnose the system.

Diagnostic instructions that need to be done exactly as stated.
DO NOT
disconnect the fuel pump relay except when testing the black wire for resistance.
Is there zero resistance on the black wire at the relay wiring connector, disconnected? Yes or No
Is there battery voltage at the orange on the relay? Yes or No
Within 5 to 7 seconds, do you get battery voltage at the grey wire of the relay when cranking the motor? Yes or No
When you apply battery voltage to the red wire on the relay or single pigtail, do you hear the fuel pump run back in the gas tank? Yes or No
Please answer "ALL" these questions as they are stated to find out what's going on.

The grey wire is also connected to the oil pressure sending unit. When oil pressure hits 4 lbs. the grey wire is energized with power to the inline fuel pump fuse (20 amp) then passes on to the fuel pump itself.

If you applied 12 volts to the single red lead and you didn't hear the fuel pump run, then you have an "open" to the fuel pump, or an incomplete ground (open) near the fuel tank ground. Or a blown fuel pump fuse.

Next test is there "should be" that very same grey wire going into the ECM. It will be on the second connector first row, 1 pin over from the very corner next to an orange wire. Crank the motor, battery voltage will apply after a few seconds, did this happen??? Yes or No?
Was there power on the orange wire next to the grey wire at the ECM connector #2 when you turned on the ignition, motor not running? Yes or No?

The first connector on the ECM, go to the dark green wire with the white tracer, did battery voltage appear after 3 to 5 seconds Yes or No?
Easier method is go to the fuel pump relay, terminal "D" and back probe for voltage. Crank the motor, did battery voltage appear after 3 to 5 seconds? Yes or No?

Just cover my azz with some of these naysayers who think of me being on my "High Horse".
Been doing this diagnostic stuff close to a half century. Willing to help "anybody" who has an open mind, ...and want learn "how" to fix a problem at minimal costs.
