My 99 Burb Wipers did the same thing. My 99 Dakota R/T wipers did it too. My 2007 Mustang wipers did not.

The Mustang came with Bosch Icon style blades on it as most upper end vehicles in the last 5 years do. I bought a set for the Burb, and the Dakota.

For vehicles like our trucks that have parallel rather than opposing wipers, they come in two different contours and spring weights labeled A and B, one for the right and one for the left. They cost about 20 bucks each, but are well worth it. They work light years better than stock from day one and the last set on the Burb finally started streaking after three years. RainX also makes these type of wiper blades. What's 40 bucks every one to three years anyway.

If your trucks are OEM equipped or owner equipped with Bosch/RainX type blades, and one of them does not lay down on the glass all along its length, then one of the blades is for the wrong side. You either have two A blades or two B blades. You need one of each.
 
interesting you had this same problem on your 2000.. my 2000 I have never had any wiper problems 14 yrs now. OEM sized wipers.
 
2013 Silverado with the same wiper problem

I suggested to the GM person that I talked to on the phone that a shorter blade would probably fix the problem. She acted like it really didn't matter to her. I am not happy with the atitude of GM. I know my dealer and service manager are frustrated. The dealer said if I find a replacement blade that works, send him the bill and he will reimburse me. At least the dealer is trying to keep me as a customer. If I find a blade that works, I will post the brand and the number of the blade on here. The quality of GM isn't what it should be. Our farmer tenant traded his Silverado for a ford because his Silverado had an oil consumption problem. The dealer tried different things but never offered to replace the engine. It was that way from day one and he put 50,000 miles and traded for a F150. I can see why GM isn't selling as many trucks as Ford. I also see why the Ram was the Motor Trend truck of the year two years in a row.
 
My 2013 Silverado LTZ 1500 had the same problem. A shorter blade would probably cure it but that isn't the real problem. The real problem is GM doesn't care enough to fix these irritants and they even try to hide the major problems. I fixed my problem with the windshield wiper by trading the 2013 Silverado for a 2014 Ram that I really like. Much more power and has an 8 speed automatic. It has a much neater interior with heated front and rear seats and steering wheel. Cooled front seats and headlight that dim automatically. Options that weren't available on the 13 Silverado.

post your issues and likes with the new purchase . also report how the ram dealership handles new warranty issues you have. the quality of the repair techs etc..

I will clarify and say that my 2000 was an OBS carryover. By the time I got the truck, it's possible that a P.O. didn't understand the "carry over" issue and put the wrong size wiper on somewhere along the line. Hence the shorter one I put on may have been the actual correct size. I won't know for sure as I don't have the truck anymore.
I've had many parts counter conversations(and a few return trips to parts store) over the "carry over" model issue and replacement parts.

I will also say that I have noticed this issue with my 2010, the right side wiper doesn't touch the glass at the last inch or so.

last week I had to replace the wiper passenger side rubber was split on the end. looking at the ANCO 31-22 design it is with many section pieces that support the blade. these allow the blade to bend and mate with the slight amount of glass bend near the roof post. 22 inch blades both oem size..
 
To all who think that this is a design flaw you must be smoking in Colorado. That last inch just a few inches off the bottom of the windshield is an area is not a usable area from the drivers seat. There is no wiper blade that can bend to the curve, and as others have said, many other vehicles have same the same situation, not a problem. If you really want to see something, look a Nissian Murano, the passenger side is almost half the size of the drivers side wipe and the lower half is hardly wiped. It's more annoying for the passenger than the driver but in no way is it dangerous. When it rains you always need to slow down for road conditions anyway. If you want a really nice looking vehicle, it takes curves and until the blade manufactures really soften them up, the ends might make the wipe but then further down the rubber it will buckle the rubber edge and then you have streaking.

some blades do not bend much. I just got the ones that came with the vehicle. I can see if they used a heavy winter blade that it will not bend much at all.

my anco blades are rubber and are made to bend . they are not heavy duty snow blades.
